SEFR, the Singapore Emission Factors Registry, is a sustainability data initiative established to help businesses track and report greenhouse gas emissions more easily and accurately. It aggregates emission factors into a single source for use in GHG accounting and reporting, with a focus on localised data for Singapore. The registry was co-developed by Singapore Business Federation and A*STAR, with voluntary knowledge contribution from Singtel and PwC Singapore, and is supported by the Ministry of Trade and Industry, the Ministry of Sustainability and the Environment, Enterprise Singapore and SBF Foundation. It is intended to improve consistency, representativeness and efficiency in emissions reporting.

Launched the SEFR registry

The SEFR was established and announced by Ms Grace Fu at Ecosperity Week in April 2024. The SEFR was co-developed by Singapore Business Federation (SBF) and the Agency for Science, Technology and Research (A*STAR), with voluntary knowledge contribution from Singtel and PwC Singapore respectively. This initiative is supported by the Ministry of Trade and Industry, MSE, Enterprise Singapore and SBF Foundation.

Aggregated emission factors

The SEFR aims to aggregate emission factors into a single source and expand the suite of emissions factors in time to come, for use by Singapore businesses. For a start, businesses will be able to access more than 200 EFs which are relevant to their GHG emissions accounting and reporting for Scope 1, 2 and 3.

Published localised EFs

These EFs covering eight categories, i.e. building equipment, building materials, fuel, greenhouse gases, land transport, purchased energy, waste and water, are consolidated from four government agencies and the Singapore Green Building Council. Through SEFR, organisations seeking to calculate their GHG emissions would have more localised emission factors.

Add new emission factors

New EFs for other activities, such as logistics, information and communications technology (ICT), cleaning services, and security services are expected to be added to the SEFR from 2025.

Convene industry consultations

SBF will convene industry consultations to seek feedback on other activity categories of EFs to be developed.
