Launched the SEFR registry

The SEFR was established and announced by Ms Grace Fu at Ecosperity Week in April 2024. The SEFR was co-developed by Singapore Business Federation (SBF) and the Agency for Science, Technology and Research (A*STAR), with voluntary knowledge contribution from Singtel and PwC Singapore respectively. This initiative is supported by the Ministry of Trade and Industry, MSE, Enterprise Singapore and SBF Foundation.

Aggregated emission factors

The SEFR aims to aggregate emission factors into a single source and expand the suite of emissions factors in time to come, for use by Singapore businesses. For a start, businesses will be able to access more than 200 EFs which are relevant to their GHG emissions accounting and reporting for Scope 1, 2 and 3.

Published localised EFs

These EFs covering eight categories, i.e. building equipment, building materials, fuel, greenhouse gases, land transport, purchased energy, waste and water, are consolidated from four government agencies and the Singapore Green Building Council. Through SEFR, organisations seeking to calculate their GHG emissions would have more localised emission factors.

Supported Scope 1 to 3 reporting

This would assist businesses with their climate-related disclosure regulatory requirements, such as the requirement by SGX RegCo to require all issuers to start reporting Scope 1 and Scope 2 GHG emissions from financial year 2025. SEFR data can be accessed for free through the Data page, or through partner digital solution providers such as carbon calculators which will incorporate these EFs.
